I can understand this in its basic sense, the idea of starting up a business (any business) without a permit is justifiable reason for them to tell the kid to pack up and go home but logic went out the window when they tried to throw a fine on top of it. Think about it like this, if they make an acception for her lemonade stand, another guy with less then legitimate reasons for wanting to set up a lil stand to sell his wares uses her as the reason why he should be allowed sell his crap as well. However, a simple "im sorry selling lemonade is a business and requires a permit to do so here, we simply cannot make any acceptions, please pack up and go home" would have been acceptable to any reasonable person (aid parent helping 10 year old girl) would understand and go home. So i say they where right in having them stop but totally idiotic in the idea of fining a 10 year old girl for this.
