Arizona is now cracking down on illegal immigrants by taking a "zero tolerance" approach. They are arresting people "that are suspected of living in the country illegally."
This approach scares some because they are actually knocking on doors and arresting people. The thinking is that this is causing people to be harassed that may be legal citizens.
